Gail Shibley

Gail Shibley was named Administrator for Oregon’s Office of Public Health System in February 2003. In this Executive Service position, she is responsible for assuring public safety in a wide array of environmental and public health efforts. Her Office has approximately 120 employees and oversees more $50 million from 71 different funding sources.

An Oregon native, Gail has worked in the private and public sectors, and has served at the federal, state and local levels of government. She was a Presidential appointee and served two cabinet Secretaries in the Clinton administration’s second term. In 1991, Gail made history as Oregon’s first openly gay or lesbian legislator, serving six years in the Oregon House of Representatives where she represented the heart of Portland.

Gail has also worked for former US Representative Jim Weaver (D-Oregon) on Capitol Hill and southwest Oregon, and for then City Commissioner Earl Blumenauer in Portland.

An UO undergraduate, Gail received a Certificate in Advanced Environmental Studies from Harvard University’s Graduate School of Design where she was named a Loeb Fellow. Returning to her home state in 2002 after working for Germany’s Saxony Parliament, Gail is now a board member of the National Education for Women’s Leadership for Oregon (NEW Leadership Oregon), is the Treasurer for Basic Rights Oregon Political Action Committee, and serves on the Portland Planning Commission.
